I recently acquired SOuP for Maya 2018. I have used it previously in Maya 2014, and the interface is a bit different. One feature that is absent is the Connect Attributes tool. I followed the process in the documentation to assign a hotkey to smart connect, but the menu does not appear.

I am using Maya 2018 on Windows. Can anyone point me towards how to get the SmartConnect Menus to appear?

Did you watch the smart connect video tutorial ?
It is on the "examples" page.
Let me know if things are still not working after fallowing the steps in the tutorials.

I have the same issue with the smartConnect menu. It does not show up in Maya2017/2018/2019 using SOuP_2019_04_14 on a win7 machine. The hotkey assignment seems to work properly. This is the script editor output when triggering the hotkey:

smartConnect_SOuP_Press;
if (`popupMenu -exists tempMM`) { deleteUI tempMM; } popupMenu -button 1 -ctl false -alt false -allowOptionBoxes true -parent `findPanelPopupParent` -mm 1 tempMM; source "C:/Users/vfx06ddf/Documents/maya/2018/prefs//markingMenus/menu_smartConnect_SOuP.mel";
smartConnect_SOuP().main()

smartConnect_SOuP_Release;
if (`popupMenu -exists tempMM`) { deleteUI tempMM; };

This is very strange.
I know that people use it successfully on Windows with Maya 2018 and 2019.
Just checked again - and seems to be ok.

Can you do me a favor and try it in vanilla Maya ?
There is a chance other tools interfere with it.

Anyone one else having this issue ?

I tried a clean Maya2019 install, new preferences, with only the SOuP module added.. no luck.
