Is there a way to find ngons procedurally? maybe something like primvertexcount in houdini.

Not in soup as a node (part of DG), but there are plenty of ways to select ngons in Maya.
I can think of two right now:
- selection contraints - you will find the right options quickly there
- menu "cleanup" - activate "select matching polygons" and "polygons with more than 4 faces"

Yes I know the Maya way, but it's not procedural, so with an animated mesh with changing topology it won't work

Adding your request to my to-do list. This one will be pretty easy to do.
In the meantime you can slap a quick scriptie that runs on per-frame, using a script node with proper evaluation setting.
